Even over three years after the Union ministry of rural development launched of the ambitious Rural Self Employment Training Institute (RSETI) project to help unemployed rural youths, the northeast is lagging behind the rest of the country in the implementation of the scheme.
Under the scheme, RSETIs were to be established in every district of the country by different banks to impart skill development training to rural unemployed youths. Respective state governments were to provide land to the banks for setting up RSETIs. In 608 districts across the country, 549 RSETIs have been established so far.
On Tuesday, representatives of banks, rural development officials and members of existing RSETIs from different northeastern states gathered in the city to discuss the problems behind the slow progress in implementation of the scheme. At a two-day meeting here, organised by National Institute of Rural Development, Hyderabad, the participants also thrashed out solutions to overcome these problems.
"The objective of the two-day meeting is to give a push forward to RSETIs in the northeast. We will discuss the problems threadbare and accordingly find solutions. Private banks have also promised to help us establish RSETIs in the region," NIRD's RSETI project director, O N Bansal, said.
Participants of the meeting said that non-availability of land is one of the major reasons for slow progress in the establishment of RSETIs in the region.
Asccording to the NIRD's North Eastern Regional Centre here, out of 72 districts identified by the State Level Bankers' Committees (SLBC) in the eight states of the region (including Sikkim), RSETIs were set up in only 27 districts.
While 17 of Assam's 27 districts have got RSETIs approved by the SLBC, Manipur has not been able open a single one yet, although two districts were identified for the implementation of the scheme there.
Among the eight northeastern states, only Tripura has exceeded the target and established five RSETIs in its four districts approved by the SLBC. In Arunchal Pradesh, 16 districts were approved, but only one RSETI was established, while in Meghalaya, out of the seven districts approved, only one has got the institute so far. Nagaland and Sikkim too have got one RSETI each against the 11 and four districts approved in these states respectively. In Mizoram, one RSETI was established in the one approved district.
