The Kamrup metropolitan district administration has directed the Guwahati Metropolitan Development Authority, Guwahati Municipal Corporation and the zilla parishad CEO to immediately stop issuing fresh no-objection certificates for any kind of construction in the greater Azara circle area.
Sources told The Telegraph that the order was issued after observing that unscientific filling of low-lying areas, blocking of natural drains and haphazard and unscientific construction in the greater Azara area had resulted in floods, persistent waterlogging and inundation of public and private lands.
“Such waterlogging has adversely affected important public institutions like the Lokapriya Gopinath Bordoloi Internatioal Airport, affecting flight operations and causing immense inconvenience to commuters,” the source said.
The district administration has also asked the GMDA and GMC to review the permissions accorded by them in the Azara circle during the past three years.
“The GMC, GMDA and zilla parishad have also been asked to assess the impact of the permissions issued and inspect whether the development or construction has happened in accordance with the permissions issued,” the source said.
In case permissions were granted without considering the drainage plan, the planning bodies have been asked to cancel the permissions and take action against the engineers and town planners concerned.
Whereas the buildings or structures, which have been constructed or are being constructed without approved building plans and whose construction has blocked the natural flow of water, must be demolished.
The GMC commissioner and chief executive officer of GMDA have been directed to carry out this exercise within two months and take action as and where required.
Chief minister Tarun Gogoi has been calling upon the public to be vigilant about illegal construction and has urged them to approach the authorities in case of such incidents.
Last year, Gogoi conducted a daylong inspection of various sites in Guwahati and pulled up officials regarding violation of municipal rules and irregularities in construction activities. He also ordered inquiries into alleged illegal constructions at Udalbakra and into incidents of hill-cutting in the city.
