Noted Gandhian Anna Hazare and former Army General of the country V K Singh will attend the two-day convention being organised by the Krishak Mukti Sangram Samiti (KMSS) in association with the Guwahati Mahanagar Unnayan Samiti Samuhar Aikyamancha on November 7 and 8 in the city.
The convention being organised by the KMSS and the Aikyamancha to chalk out an action plan for a secular, nationalistic and progressive anti-alien stir, is also expected to be attended by India Against Corruption leader Arvind Gaur and peasant leader P V Rajagopal, the KMSS said in a press release here today.
The KMSS has made it clear that it is not against the six-year-long Assam agitation. But it is aware of its negative aspects and is maintaining caution to prevent recurrence of those mistakes. The Assam agitation was a famous popular movement in the post-independence era of the country.
However, the Assam Accord had failed to represent the main spirit of the Assam agitation, it said and tried to allay the fears expressed by certain circles that the 1986 amendment to the Citizenship Act would make children of the foreign nationals born on the soil of the State prior to July 1, 1987 eligible to acquire Indian citizen in Assam as baseless
For, it said, the Clause 6 A (8) of the Act is applicable in the case of Assam. This has made it obligatory for the authorities to accept March 25, 1971 as the deadline for Assam in this respect. In no case, a person entering Assam after March 25, 1971 can acquire citizenship, asserted the KMSS.
But in the case of the other clauses of the Assam Accord, the Parliament of the country has not taken any decision and hence the Accord is yet to acquire a legal status. Moreover, there is no time frame spelt out in the Assam Accord for implementation of its clauses.
The much talked about clauses 6 and 7 of the Accord have not laid down any provision for constitutional safeguard to the political and economic rights of the people of Assam.
The KMSS will shortly stage demonstrations in front of the Delhi embassy of Bangladesh for repatriation of the Bangla nationals.
The Samiti also made an appeal to the State Government to hold a round table conference to evolve a solution to the vexed National Register of Citizenship issue.
